Abstract

The spread of corruption is considered one of the greatest risks to the entity and stability of a state, in addition to its danger to the international community as a border-crossing phenomenon. This has prompted the international community to exert significant efforts in preventing and combating its risks. These efforts culminated in the signing of the United Nations Convention against Corruption in 2003. Although all Arab countries have ratified this convention and begun to develop plans and strategies to eradicate this phenomenon, corruption in Arab societies continues to pose a real dilemma, with Arab countries ranking lowest on transparency indexes, a fact that is astonishing! Through this research, we seek to identify the main obstacles to the criminal confrontation of corruption in the Arab world in an attempt to develop a general concept that serves to activate criminal policy to address this epidemic.
