Abstract

Respecting the rights of vulnerable groups and protecting their fundamental freedom is one of the main pillars of the Egyptian society, Respecting the rights of vulnerable groups and protecting their fundamental freedoms is not merely constitutional and legislative provisions or rules of international convention us, but the will of the Egyptian state was clear in adopting a policy aimed at putting these texts and rules into effect by requiring all state authorities to ensure that these rights and freedoms are respected and protected in the daily dealings of these groups specifically.

One of the most important powers of the State charged with preserving those rights and freedoms and strengthening and respecting the concepts of human rights in general, especially for those groups, is the police apparatus, which plays a key role in ensuring these rights through the activation of the legal texts that have defined the scope of the security services and carefully defined their role in a manner that responds to the hopes and aspirations of citizens.

The relationship between the police and the rights of vulnerable groups is close, accurate and direct, and the nature of police work and the necessary to save the law and the pursuit of perpetrators and violators of the system raises the controversy over the guarantees of the rights of these groups in the face of police practices.

The government's commitment to the protection of human rights is a key issue for the State and his people.

The problem of research is to highlight the most important international conventions and national legislations related to the rights of vulnerable groups (children, women, the elderly and persons with disabilities) as well as to highlight the efforts of the security system in the ight of contemporary policy to protect, respect and safeguard the rights of vulnerable groups at the national level, in accordance with such legal legislations.

Based on this, the study plan consists of the preliminary study: international conventions on the rights of vulnerable groups. In addition to three investigations, the first is the contemporary security policy to respect and maximize the rights of the child, the second theme: contemporary security policy to respect and maximize women's rights, and finally the third: contemporary security policy to respect and maximize the rights of the elderly and the disabled. The research ends with its conclusion and some of recommendations that I think they will be necessary and inevitable to promote.
